The 400+ consultancies on the Management Advisory Services Panel
The Australian Government has completed the multi-year procurement process for its Management Advisory Services Panel, appointing a total of more than 400 consulting firms and professional services groups to its list of preferred consultancy suppliers for Commonwealth entities.
Launched in 2021, the Management Advisory Services Panel provides commonwealth entities and government organisations with a framework and vetted list of consultancies that must/can be procured for their consultancy projects.
The framework agreement, also known as a Whole of Australian Government arrangement, has been established to improve the quality, consistency and efficiency of externally hired consulting services, with a total of 411 suppliers appointed to the three panel services areas: financial management advisory services, corporate management advisory services, and commercial management advisory services.
After unveiling the list of suppliers for the financial management advisory services panel mid-2021, early 2022 the consultancies for the corporate management advisory services panel were appointed. Late last year the procurement process for the third panel – commercial management advisory services – was concluded.
Within each panel, consultancies have been selected for one or more service categories (for example: human resources within the corporate management advisory services panel) or service subcategories (for example: workforce management within the service category human resources) for which they were assessed to provide value for money.

According to the latest data from the Australian National Audit Office, total spending by the government on external staffing is above the $5 billion mark annually, with a sizeable chunk of that number going to consultancies. Notably, more than $1 billion is spent on ‘just’ seven large consulting firms.
About the Management Advisory Services Panel
According to the Government’s definition, consultancy refers to “the provision of professional, independent advice, and other strategic services that involve the development of an intellectual output which represents the independent view of a service provider and assists with entity decision‑making.”
For non-corporate Commonwealth entities that are subject to the Public Governance, Performance and Accountability Act 2013 (PGPA Act), the use of the panel is mandatory (i.e. they have to use one or more of the consultancies listed on the framework). Corporate Commonwealth entities (CCEs) listed in the PGPA Act are “strongly encouraged” to work with suppliers listed on the panel.
For other Corporate Commonwealth entities and Commonwealth companies (CCs), including Government Business Enterprises (GBEs), the use of the panel is optional.
All three framework agreements will expire on 30 September 2025 , after which the Government will either extend the panel period for up to four years, or run a new procurement process.
