Queensland Director-General Liza Carroll joins leading consultancy
After more than 15 years of public service, Liza Carroll, the Director-General of the Department of Housing and Public Works for Queensland, is stepping down to join Nous Group, one of Australia’s leading consulting firms.

The consultancy works with clients across both the private and public sectors, and is particularly well-known for its work in the government space, including working with federal and central government agencies, statutory authorities, councils, official bodies, regulators and indigenous affairs groups.
Appointed a Principal (the level below partner at Nous Group) per 1 November 2020 in the firm’s Brisbane office, Carroll brings “broad experience that is well aligned to our values and desire to work with clients on issues that directly impact communities and citizens,” said Orton.
Carroll has been the Director-General of the Department of Housing and Public Works since August 2015. In the role, she oversees public policy, delivery and operations for digital technology, building, housing and homelessness, sport, program delivery, government procurement and asset management.
Previously, she held the role of Associate Secretary, Indigenous Affairs, at the Department of the Prime Minister and Cabinet in Canberra. In this role, she led the establishment of the integrated Indigenous Affairs group in Prime Minister and Cabinet, the development of the remote school attendance strategy and co-chaired the empowered communities steering group with Noel Pearson. Before that, Carroll was Deputy secretary in the Department of Families, Housing, Community Services and Indigenous Affairs.
Outside of Australia, Nous Group has offices in London and Toronto. On relevant international projects, Carroll will also advise the firm’s clients in the UK and Canada.
Liza Carroll holds a Masters of Education from James Cook University, majoring in sociology. She was awarded the Public Service Medal for her work leading ‘Ahead of the Game: Blueprint for Reform in the Australian Public Service’.
