Victoria selects 200+ firms for finance, treasury and tax framework

The Victorian Department of Treasury and Finance has selected over 200 professional services firms for its $300+ million framework agreement for commercial, financial and tax advisory services.

With the aim of “obtaining optimal value for money outcomes” on its consulting spend, Victoria uses framework agreements for the most common buckets of services hired externally. The ‘Professional Advisory Services’ agreement outlines the preferred suppliers the Department of Treasury and Finance should turn to when it needs advice or support in the area of commercial and financial topics, tax advice, financial assessment services and probity services.

The scope of the contract spans strategic work (such as policy review, reforms and business case preparation), functional advisory work such as economic or tax support, project and program management support (the delivery of change programs), and a range of more specialist services such as tax advisory, and probity advisory and accounting services during state-run tender processes.

Interest in the large, prestigious contract was huge, and following a competitive due diligence on all participating suppliers (on aspects including capabilities, expertise, pricing but also value-adds such as social procurement outcomes) a total of 225 firms were selected. The framework agreement runs for three to five years – the initial contract term is three years with two optional one-year extensions built-in.

The winners

Among the appointed suppliers are dozens of leading consulting firms, including big hitters such as the Big Four of Deloitte, EY, KPMG and PwC, mid-tier accounting-heritage firm such as BDO, Grant Thornton, Pitcher Partners and RSM, strategy consulting firms McKinsey & Company and The Boston Consulting Group, global players such as Accenture and FTI Consulting, and home-grown management consulting firms such as Nous Group and Partners in Performance.

CAFAS CA-3: market engagement and implementation

CAFAS CA-7: auditing and investigation (non mandatory)
CAFAS CA-8: general commercial advice including commercial negotiations

Tax Advisory Services
TAS TA-1: GST and luxury car tax
TAS TA-2: employment taxes including fringe benefits tax (FBT) and pay as you go (PAYG)
TAS TA-3: state taxes including payroll tax, stamp duty, land tax and congestion levy
TAS TA-4: superannuation guarantee
TAS TA-5: national tax equivalents regime (NTER), income and corporate tax
TAS TA-6: excise including fuel tax credits scheme (FTCS) and customs duty
TAS TA-7: international taxes
TAS TA-8: other advice including petroleum resources rental tax and film concessions
